The imaging tool expects the image in a particular path, based on the choice of programming language. The image is installed in that path when you install the programming language update. Thus, to image the cRIO, you need to not only install the imaging tool but also the development environment and updates.

As a tip, saying you have all the required files is not a good way to ask for help. How am I supposed to know that you know what the required files are? It's much better to list the steps you've taken and the files you've gathered, that way someone who is helping you can immediately see if there is a missing file, rather then guessing.
