we built a prototype with joe's 6WD suggestion down below and would just like to report that the prototype did manage to rotate in place several times with very little amount of pressure.

my suggestion is to keep the weight balanced from middle toward the back so that those wheels generally run on the carpet. as long as one side is just slightly heavier, it seems to work best.

On the other hand, drop down casters will work for quick/easy maneuvering or rotation of your tank driven robot.
