Clarification on number of motors please

First yes I have RTM and the inspection sheet which is the problem. We want to ensure we are 100% legal.

In R29: Legal motors...

VEX BAG and/or mini-CIM 4

Here is the question:
Is it:
4 Bag and 4 mini-CIM = 8 motors
or
any combination of Bag and mini-CIM that = 4

In our first reading of the rules we read it as 4 of each (because of the and). Upon further reviewing the inspection sheet we are wanting some clarification so we can make necessary motor changes before bag day if needed.

It is the combination of BAG and Mini-CIM that must be four or lower.

And/or: Generally speaking (in the English language), that term is used to indicate: X + Y, where X and Y may both be = 0 (or not). (Sorry about the use of math in an English discussion.)

Thus, "BAG and/or MiniCIM <= 4" means that "X+Y<=4, and either term may be 0". If you're using more than 4, looks like time for a redesign. *reaches for BaneBot motors and PG71s*

Except when the engineer reads it as; 'You may use 4 Bag motors and 4 mini-CIM motors'
