Pneumatic Compressor won't turn on

We have all of our wiring set up the way it should be but our compressor still won't turn on.

With the new control system, the code loaded on the robot must create a solenoid in order for the compressor to turn on. (Basically, the compressor is smart enough to know that if it will not be used, it does not need to turn on.)
