Axis Camera

How can I use an Axis Camera to send a camera feed without using Vision in Java?

What do you mean? You just want the basic camera view to come up on smartdashboard or something without doing any vision processing?

Follow those instructions exactly then...

Yes it will, you just have to go to your dashboard and add the camera with the ip.

I believe it is somewhere on the bottom right side. It lets you choose from Ip Camera, HW Webcam, or SW Webcam.
