Angle of ramps?

While trying to calculate some lengths for our robot, we had to deal with the angles on the ramps to the defenses. In the rulebook, the ramps are at a 13.5 degree angle, with a 3 inch height and a 12 inch hypotenuse. After trying to figure out how to work with this, we realized that it's impossible. However, in the solidworks model, it has a 14.5 degree angle (which does work). Am I safe in assuming we should use this, instead of the rulebook? And has anyone else found similar mistakes?
