Where is the 20-second rule?

It says in the videos that, in the last 20 seconds of the game, robots can scale the tower and capture it. However, I can't find this specific value (20 seconds) anywhere in the manual. The closest I came was the blue box on G11, which mentions that an example robot has 20 seconds left in the match. Can someone help me out? Thanks!

Unless you're jumping, there is now way to reach the bar without extending over the height limit, wich is only permitted in the last 20 seconds

Here is the exact rule:

G17 ROBOT height, as measured when it’s resting normally on a flat floor, may not exceed 4 ft. 6 in. during the MATCH, except during the final twenty (20) seconds of TELEOP where there is no height limit when a ROBOT is fully contained by the opponent’s COURTYARD.
