Bumper Zone Clarification

The way I'm reading R23, the Bumper zone is located from the floor to 7" high. With the bumpers being 5" high and needing to be contained in that zone, wouldn't that mean that the maximum bumper height would be 2" off the floor or am I reading that wrong?

R23. BUMPERS must be located entirely within the BUMPER ZONE, which is the volume contained
between the floor and a virtual horizontal plane 7 in. (~17 cm) above the floor in reference to the
ROBOT standing normally on a flat floor. BUMPERS do not have to be parallel to the floor.

You are reading that correctly. But please note that few (if any) bumpers are actually just 5" tall. the 5" is the plywood backing, but then you wrap fabric around that, add on the option angle to clamp everything down, and you've added another 1/4" or so to the total height of the bumpers.

The GDC often makes a lot of engineering decisions for teams via the size constraints and bumper rules. This year is no exception. Nobody wants to watch matches with potentially good robots getting beached on the Fuel spilled on the floor, so the GDC made sure everyone should be able to just push them out of the way.

I would suspect the motivation had more to do with keeping the fuel from breaking after a 150 lb robot drove over it. In many, many past years robots have gotten stuck on game pieces and the GDC didn't do anything to prevent it. Heck, just last year I saw plenty of robots driving over boulders and getting stuck, and we won't even go into the defenses...
