Imaging the RoboRio: Coding Help?

We keep getting the following error when we try to image the roborio:


Unable to download image to target. Unable to complete operation
because of unexpected errornisyscfg.lvliblnitialize (Helper).vi:

We can't drive right now and have been trying for a two weeks to get this working. Any ideas??

I've never seen this before. It might have something to do with a pending restart. So if you haven't reboot the computer you're deploying from, do that first. If it still doesn't work, here is the helpline for NI:
