Download PBasic from www.parallax.com, use PBasic to open the default code (or your code), connect the Robot Controller to com1 of your computer via serial cable, turn on both the OI and the RC, and then press ctrl+r in PBasic.

You can't download programs to the OI. You can download programs to the RC as described in Full Size Robot Controller Reference Guide page 14 available from InnovationFirst.com
