Popups = ugly. You should not force a popup window if you want people to visit your site. Some people have Javascript disabled.

If you're having problems getting everything to fit, perhaps you should combine some of those menus. Frames can be okay, but when they occupy much of the screen, bad thing. You're lucky I'm running in 1024 x 768. Most people run in 800x600 resolution. The window is really tiny in there. I shudder to think how small the window is at 640x480.
