What is the actual size of the 12" wheels?

First lists them as being 12" but the wheel says they are 12.5". What is the right dimension.

Luckily I have a pair in front of me. My calculations say the wheels are neither. they're 12.2" in diameter with tires and all.

It's really dependant on how much you inflate the tires. If you inflate them more, they get larger. If you inflate them less, they arent as big.
