can we use any wheels we want, or does it have to be first approved? and can the human player jump to shoot the ball?

Yes, so long as they follow the rules of the flow chart. I think the only thing you could be illegal on would be price.

Yes, as long as he/she dosn't exceed the barriers (ie reach over).
