LA Regional Internet Line/ Webcast ??

Who would I contact about this? I would like to find out if there will be an internet line in the Great Western Forum. I don't believe this regional has ever been webcast. I'd like to change that. If I can get a line with something like 200Kbps upload, I may be able to provide and set up the equipment to webcast the event. I would have one machine at the event to capture, encode, and upload the video to a remote server with plenty of bandwidth to stream it. Who do I contact?
