What's the best organizational structure for photos?

I have some FIRST-related photos on a web site, covering 2003-2005. The current organization is grouped by event, sorted by year, so that it looks like this:

2005 Finger Lakes Regional

2005 Finger Lakes Exhibition
2004 Xerox Science Consultant Evening of Recognition

I've gotten some comments that it's hard to find photos, so I starting thinking of ways to improve the organization. Should I leave it as is or would changing it to a topical organization structure, sorted alphabetically, subsequently organized by event make more sense? In that example, it would look more like this:

Unfortunately, no. I am, however, planning on being at the Finger Lakes Regional in 2006.
