<R15> Prior to the Kick-off: Before the formal start of the robot Build Season, teams are encouraged to think as much as they please about their robots. <R26> MECHANISMS from robots entered in previous FIRST competitions may not be used.

I would say that if you are reusing last year's robot as a whole, you are violating <R15> and <R26>. If you would like to use a component from the robot, follow <R22> and <R24>. Any more questions?
