Can a Rookie entry win the AVA for reigional.
I was going over the awards and it said if a Rookie entry wins the AVA then a Rising star award will not be given out. So means at a rookie can win the AVA at Nationals, but can a rookie team win the AVA at regionals if there video is better than the rest?
