Bumper rules

I have a question about the bumper rules. In R35 it states that the wood may exceed the robot starting dimensions by up to 1". However it also states that only pool noodles and the material may be used in the corners. These rules seem to contradict each other since according to the first one the bumpers should be able to match up so that they add more structural integrity but then the wood would be in the corner area too. if anyone knows the answer itd be greatly appreciated. thanks.
