Question Digital out signal speed on off, almost like PWM but at max 60Hz

Anyone know how fast the Digital out pins can turn H and L? Im using the pins as a fast switching signal, like the PWM, but PWMs are too fast and I cannot control how long high or low time is. With Digital in out pins, I hope they can go from constant on to pulsing on and off.

I've seen some estimates in this thread. You can apparently manage something like 40kHz in, 140kHz out on IOs 7-18, and 300kHz in, 1.4MHz out on IOs 1-6.
