Additional batteries for OI non-functional decorations

Weve been thinking about adding cold cathodes to our OI as non-functional decoration, and have been wondering if we could have a battery to power them. As far as I can tell from the robot rules, using an external battery for decorations on the OI is neither expressly approved or denied.

Is there a rule I missed, or should we just Q&A it?

I don't remember any rules about power to NFDs on the OI, but the OI can be counted as part of the robot...Q&A it.
