Building Your Own IR Board and Transmitter

Reading the rules can sometimes be a pain and I know that the super community of Chief Delphi already knows the answer. Now being a little less than lazy I've tried to find rules on the topic of building your own IR Board and Transmitter but have only have found a little discussion on the topic.

I would just like to know are we allowed to make an IR receiver for the robot and an IR transmitter for the ROBOCOACH?

If so what limitations do we have other than it must be infrared and 4 signals that can't be state machines.
