What does it do, I don't see a manipulator which defeats the purpose of the tower, unless thats some sort of ball popper. Please enlighten me

You probably want to have your drive chains connect to the gearbox output sprockets on more than just the top. There's a huge chance of your chains slipping with the configuration you have now.
