Width vs Length
You can have your long side (38'') be your front and back and your short side (28'') be your left and right, correct?

Yes, or you can have them the other way. Both ways are correct.

i seem to recall a rule saying that your trailer has to be behind the 28" side of the robot

There isn't any rule saying this. I've checked. Though, if someone happens to find one, feel free to prove me wrong by finding it in the manual.

Also Team Update #1 seems to go to some trouble to make sure that we understand that there is no preference as to the 28" or 38" dimension being the front or side of the robot.
