I think he wants to know if the wheels are included in the 28X38X60. The answer, then is yes, they are included.

Perhaps understanding how robots are measured will help the OP.

FIRST has a giant box at exactly the measurements given in game rules. If your robot fits in the box, you're good. If it doesn't, it doesn't. This includes everything ON THE ROBOT (without bumpers). So yes, wheels are included when you roll your robot into the box to be measured.
