Encoder Assembly and Code

I'm having trouble getting the E4P US Digital encoders to work.

I hooked them up the same way we did last year but I'm unable to get any distance or rate reading in Labview.

I'm wondering if I put the encoders together correctly. The instructions say to install the code wheel with the pattern side down. I took the patter side to mean the side of the flat disk with the 4 notches in it. The pictures show this side up though. Could someone clarify this for me?

This may not resolve my entire problem though but it would be a start.
I hooked up last year's E4P encoder. This encoder did work last year but doesn't with this years set up.

I believe I'm using the encoder code correctly. I basically copied and pasted it into the main vi. I also tried in the teleop vi. I got them to deploy correctly but neither way detected any movement of the encoder.

I also tried deploying just the example encoder vi but that didn't work either.
The input is set as 4x. I am choosing the correct slot and DIOs. I've tried various DIOs. The encoder wires are going to the correct locations.

My only thought is that the sidecar is busted.

Anyone have any thoughts about what I'm doing wrong or what else to try?
