Bumper Covers

Recently our team recieved and e-mail about the top five reasons that a team will fail inspection. This e-mail seemed to imply that a team was required to provided bumpers of both colors. Our team was under the impression that bumpers should be made one color and that at the regional competition skirts would be provided to change the color? Can someone confirm this one way or the other?

You are required to have both colors for yourself. They are not provided.

You have two options:
1. Make two sets of bumpers, one blue and one red, and switch them around as necessary.
2. Make a cloth covering to place over the bumper to indicate alliance color.

B. Alternately, the ROBOT may use changeable BUMPER covers. The BUMPER covers
− may be removable, reversible, or fixed
− must completely enclose the BUMPERS
− must show only a single color such that when the BUMPER covers are in use, only fabric of the assigned ALLIANCE color may be visible.
− must be constructed solely of fabric and a fastening/restraining system to hold the cover in place. The fastening/restraining system must extend no further than one inch beyond the FRAME PERIMETER (i.e. no further than any other hard parts of the BUMPER - see Rule <R07-N>). Please note that the fastening/restraining system MUST be designed with robust performance in mind. The restraints must hold the removable cover in place during vigorous interactions with other ROBOTS and FIELD elements during the MATCH without allowing the cover to come off.
That's the rule that states what is and is not acceptable in terms of switching your robot colors. You can build two sets of bumpers or build one set and use bumper covers.
