It makes 100% sense to me. Most of the FIRST FRC management are from the early days of computing or government. It was not unusual to see pages that say

This page intentionally left blank

So rather than have people worry that they missed an important Game Play Week 2 update (servers down, missing URL, etc, etc) they published Update 17. Nice, neat, tidy. Just what you'd expect.

On the other hand never underestimate the GDC ...

Note to anyone considering this: Don't do this to a mentor when he's celebrating an anniversary, causing him to drop everything to check the update. His wife thought it was amusing though.

But he does wear a chicken.

And he's not that mean when he works with the FLL kids. Maybe he just doesn't like teenagers.

He is a tease. A big one. And he loves his chicken hat. He ALWAYS wears it at the Worlds in ATL. I'm making his chicken a ref shirt.

And, he may never admit how much he loves the students on our team but when we have Senior Toast night the Friday of competition at Lone Star, he has been known to get all mushy. Don't tell him I said that though.
