NASA ARC Solicitation
Encountered this during the performance of my "real" job. Looks like the contract mechanism (draft at the moment) for NASA to help continue funding FIRST:

The milestones in Appendix B are especially interesting. Just thought the C-D community might find it interesting.

Wow, that is a really long proposal! As you said though, Appendix B is really interesting. It appears NASA has a long-term goal for doing all of this! That is reassuring to say the least.
