Minibot Rulings

1. Can teams work on their mini-bot for the game up to the day of competitions?

2. Can we ship the mini-bot with our robot and does it count as part of the 30 pound max. of extra weight?

Maybe I'm slow, but reading those rules doesn't fully clarify the question for me. R24 says teams can continue working on items retained under the WITHHOLDING ALLOWANCE. R33 says you can bring 30 pounds of fabricated items to the competition, including "all withholding allowance items." R33-b says "the MINIBOT is not included in the incoming parts weight restriction..."

It sounds to me like they are saying, you can continue working on the MINIBOT until competition, then bring it with you, and it won't count against the 30 lb weight limit for the withholding allowance. I'd like to know for sure, though.
