What is the closest the robot can be to the hangers to hang the ubertubes?

There isn't a rule regarding how close you can get to the pegs, so as close as you want. The only limit on the ubertubes is that you can't hang them after auto.

Yes, FIRST frowns upon field damage.

You can get as close as you want. It all depends on your robot design. If you're shooting the ubertube somehow, use trigonometry to figure it out, otherwise if you're using an arm of some sort, figure out how the piece hangs then calculate how high and how far you need to go to place it. I'd be more specific, but I don't know how you plan to place the pieces.

I'm a FIRST relic of sorts, I remember when we used PBASIC and we got CH Flightsticks in the KoP. In my day we didn't have motorized carts, we pushed our robots uphill, both ways! (Houston 2003!)
