Spike Problem

Hello everyone,
Me and my team are having a problem with controling the spike.
we wired the m- and the m+ to the motor, the 12V connection to a positive voltage and the GND to the negetive.
The PWM is connected to the sidecar relay 1.
The problem is that it is working no matter the program is running or not.
We want it to be controled by a button in the joystick.
In labview we defined a realy in relay 1. set the output to 2 or 3 controled by the button 3.
what have we done wrong?
Thank you for helping
