The picklist manager is one of my favorite CowScout features. It allows inexperienced teams to create picklists by answering simple "Would you rather play with Team A or Team B?" questions.

FAQ
Do I have to compare a team against every other team in my picklist?
No, CowScout does two things to reduce the number of choices required:
  1. CowScout will automatically make a choice for you if there's a great enough difference in OPR between two teams
  2. The picklist manager uses a binary tree so (in a perfect world) each choice about a team will halve the number of possible questions left
