Wow... incredibly tough. We can't see the hair, nor other features. It is a color picture of decent quality, so I am guessing that this is a mentor in their mid to low 20's. Also, I am guessing that this is a picture in front of Niagra Falls. Who poses with other people for pictures while donning rain parkas? It was a family vacation to Niagra Falls in the early to mid 80's. It is more likely for a person who lives on the east coast to visit Niagra Falls as opposed to someone on the west coast. Also, narrowing it down, the chances of it being a New Englander would be greater than a southerner. hmmm.
For some reason, this person submitted a picture that did not show their hair. Either this was done inadvertently, or on purpuse. This person probably has many pictures of themselves without a hood on, but they chose this picture. I wonder why?

Maybe it is because this mentor has very curly dark hair that would give her identity away. That's it...
My guess is Jessica Boucher.

NOT a Guess:
If it was Jess, I'd say she's 5 or 6 in this picture. That would date the picture around when Teddy was born. Would a new family with a) a pregnant mother or b) a very young baby go on vacation to Niagara falls?

And to one up Baker's theory, I'll say that it is probably in Niagra, and was probably taken @ the Journey Behind The Falls tour on the Canadian side.

Sara, that is a good picture. You fooled me for sure. I should not be a detective.
Looking at this thread, not only am I wrong, but I am also troubled. FIRST is supposed to create young leaders. People are being empowered to build robots, make presentations, and lead projects at a young age. FIRST empowers people to "think ouside the box" in finding solutions for a problem.
I thought you independent-thinking FIRSTers on CD would come up with their own conclusions to figure out who the little girl in the rain coat was. But... noooo... you followed my loosely associated logic and depended on my erroneous conclusions. Shame on all of you! 
Kudos to Ogre (Jeff Rodriguez) and DanielBCR (Daniel Brim) for their non-lemming-like behavior.

Man, this has got to be the most fun I've had with a picture-based contest on CD yet, and I didn't even submit something! Sara should get extra points because noone guessed her.
So, what went wrong? Well.....
1.) The hair (or lack thereof). Why should I post a picture of myself with an obstructed view of my hair if the first guess out of the gate is going to notice that and guess me? It's always been the first thing that people use to identify me in baby pictures, since I (literally) was born with the fro. So, there is no point for me to post a picture of obstructed hair.
2.) For those of you who heard me speak about my trip to IRI last year would have remembered that the trip to Indianapolis was my first time west of the Appalachians, so thus I would have never been to Niagara Falls (which is true, I've never been out there, though I would like to).
