It looks similar to a piece on the Lego brick that I had built. But it wasn't 22" wide. I have another idea, but time to open up Inventor before I guess again!

Seems like an electronics panel to me. Lots of holes in funky patterns (like a pile of 2007-vintage FRC electronics).

The big holes are cupholders. Well...they are holes into which a cup will fit if you so desire to spill your drink all over the floor. The big slot is a handle and the six little slots are for shoulder straps.
