The Bit Buckets (FRC Team 4183) built this underwater robot for the 2013 National Underwater Robotics Competition, hosted by Team 842, Falcon Robotics. That is SO cool. I wish we could do NURC!
I assume the airspace is to keep the electronics dry...
I wonder if you could use mineral oil around the electronics to balance the buoyancy more? http://www.pugetsystems.com/submerged.php
