I don’t see a rule either allowing or forbidding HUMAN PLAYER interaction with the GAME PIECE holders in the HUMAN rules. Is there something buried somewhere else?

Can the whole game piece holder bins be dragged closer to the field?

I don’t see anything that says they can’t be dragged, teleported, transported, carried, or otherwise rearranged after match start/auto end.
Notably, the game piece holders from 2019 were not conducive to moving around. The hatch panel holders would fall apart if you picked them up from the wrong pieces, and the cargo holders were 8’ long. On the other hand, in 2023 we have trays with handles for the game pieces. These look much more like the fuel bins from 2017 which were the intended way of moving those game pieces around the human player station.
