Yes, they would be fabricated specifically for use on your robot so they would count.

You could go to Lowe’s or Home Depot or any good lumber store and buy the wood cut too size. That would be a COT part. Also bring uncut noodles and fabric.
Actually, plywood strips (not cut to length), and full noodles would be building materials, not COTS. You may bring in as much stock materials as you want.

- For your convenience, the team may bag their bumpers separately from their robot. However, the separately-bagged bumpers must be sealed with their own tag, and that tag number must be entered on the Robot Lock-Up Form.
Looks like those Bumpers needed to be baged on stop build day.

Teams may bring a maximum of 30 lbs of Fabricated Items to each competition event to be used to repair and/or upgrade their Robot at the competition site. The Operator Console and any battery assemblies (see [R03]-A) are not applicable.
Note that bumpers, when assembled, are Fabricated Items. As long as you don’t have more than 30 lbs of them, and don’t take up more than 30 lbs total, you are just fine.

You can bring in 30 lbs of Fabricated Items. Not Upgrade Parts. Not Spare Parts. Not Replacement Parts. Fabricated Items–any modified COTS item–which covers Upgrade Parts, Spare Parts, and Replacement Parts, as well as Materials to Build X Robot System/Subsystem.
That’s 30 lbs of bumper, which could be two (rather light) sets. It could be one set with two covers. It could be one with a reversible cover. It could also be a complete shooter, or complete bridge assembly, or whatever. As long as it’s under 30 lbs of fabricated items, it’s good, whether or not you bagged a similar item with the robot.
