In the manual, it says, “droids manipulate their control panels after scoring a specific number of power cells,” in part two game overview. How many power cells do you need to activate the control panel?
After reaching stage 1 (9 power cells and teleop starting), 20 power cells are needed to begin the rotation control (and then achieve stage 2). Another 20 power cells are needed to begin position control (and achieve stage 3).
Does that mean you would need 49 power cells for stage three, or position control?

Also, can the power cells be recycled back into the field? Can the human player take the balls shot into the loading bay and put them back into the field?
Yes. They can also store them for later if he/she wants.
Only up to 15 power cells can be held. Any other power cells that come into the power port must then be put into the field.
