Are electronics from Amazon or something similar considered COTS?

From sources like Amazon, AliExpress, etc.

COTS: Commercial Off The Shelf parts, sold by VENDORS. Amazon meets the test for VENDOR.

I’d be concerned about if the part had been massproduced or not. On amazon, there are sub vendors. If you got it from a subvendor but only 3 were ever produced, I think there is a chance that the item would fail the COTs rule.

My experience with Amazon electronics is that there is a certain lack of transparency, so telling which subvendor made it and in a run of how many would be impossible. Likewise being sure the quality was Competition Worthy when it came from “somewhere or other” is more difficult than with an established vendor with a good track record.
