Are human players allowed to roll cargo (along the floor) to the robot during Teleop?

So I know that during auto, human players are allowed to roll cargo along the floor to the robot. However, during Teleop, H504 seems to prevent this. Is this accurate?

H504 TELEOP CARGO delivery. During TELEOP, CARGO may only be introduced to the FIELD
A. by a HUMAN PLAYER and
B. through the GUARD.
Violation: FOUL per CARGO.

Rolling the CARGO onto the field on the carpet during teleop is forbidden. During teleop, CARGO may only be introduced to the field through the GUARD, by the HP. No rules against rolling per se.
