Does anyone know if we can buy more motors or are we limited to the ones in the box of parts. If we can buy more, which of the 2 price stipulations would it fall under? The electrical (limit 100) or the other (limit 400).

No. Look at the flowchart. It addresses 2 cases: (1) Extra kit motors, (2) any additional motors.
BOTH are NOT allowed. The wording in the restricted parts list is unclear, but the flowchart specifically mentions no motors.
