If I have an arm for a ball collector can some part of the arm touch the ground once it has gone outside the frame perimeter?
Yes, as long as it doesn’t violate the horizontal extension limits.

Be aware that it will be closely examined to ensure it won’t damage the carpet.

Or other parts of the field… the floor protector in the Hangar might be somewhat vulnerable.
The other thing to watch out for would be if the collector went down and pushed hard enough to be in a stable configuration that had the bumpers staying outside the bumper zone. I doubt that will be an issue for you, though.
