Can a robot score from the loading bay?
Not to be snarky, but this is pretty well laid out in the rule manual, please make sure you throughly read all of it. If you have a question about a specific rule, state that.

Your teams loading bay is in your sector. Your goal is in your opponents sector. In the rules it states you cannot shoot from sector to sector.
Not from their own ALLIANCE LOADING BAY as this violates G9. There is no rule preventing you from scoring from the other ALLIANCE’s LOADING BAY. Physics is not your friend here, but with enough spin on the CELL you might be able to pull it off.
I also will join the chant of RTFM. Read fine manual, read it again, study it, know it, understand it. You have to understand it to design your robot, and to play the game. Misunderstandings could result in you designing a ROBOT that is not allowed on the FIELD.
