Brochure Style Chairman's Award

Can we make our chairman’s award a brochure rather than four plain sheets of paper?

Also, is it okay for us to attach two sheets of paper back to back? (The rules say we can only use one side of our paper, and we were thinking about putting two sheets of paper together to achieve the same effect.)
