We were wondering what it meant by “soft fastener” for the pool noodles and cloth. Does this mean we can use tape, or do we need to use some other non-adhesive (such as zip-ties)?

You can use tape, zip-ties are made of plastic and are therefore hard
Many teams make their bumpers from only wood, noodles and cloth.
Staple a long edge of the cloth to the back of the bumper. Wrap it towards the front, insert the noodles, and stretch it around back again. The fasten the loose edge to the wood in back again.
Tape and other fasteners to hold the noodles or cloth in place while assembling the bumpers are really not needed.
