Is this (located in picture) legal for bumpers? We are worried with it being one piece it would not be allowed.
Than is not a 2.5" nominal diameter pool noodle. So no, it is not legal to use for bumpers.
To add to what @AriMB said: FIRST has been asked several times over the years about non-pool-noodle bumper cushioning material. Every single time, they’ve said no. So I would take that as “if it isn’t pool noodles, don’t bother”.
That said… If you got that material commercially, it wouldn’t hurt to (by way of the Team Advocate or someone similar) let FIRST know about it so they can test it. Maybe in a few years it’ll be allowed… but not for 2020.

@kasey04 Q&A is not the Team Advocate. I’m willing to put $20 on the Q&A telling you “no” in no uncertain terms.
It will be a hard no. The bumper rules are very specific about the exact bumper construction. R24C calls out exactly what is allowed. Only real variance allowed is the exact type of pool noodle, and even has the requirement that you cannot mix and match types (hollow vs solid, round vs hex or petal, slightly different nominal 2.5" diameter to create a profile). Same when it comes to looking for denser or “squishier” noodles. Have to use the same ones, top and bottom, on all bumpers.
