What is the legal height of the bumper from the floor?

The “bumper zone” must be between 1" and 7" from the ground… Since the bumpers are 5" tall, that gives you one inch to play with.
“BUMPER ZONE – the volume contained between two virtual horizontal planes, one inch above the floor and seven inches above the floor.”

Without dimensions it’s hard to tell if that configuration is legal. But as long as those gaps are all less than 8" long, you’re good.
“The BUMPER backing must be supported by the structure/frame of the ROBOT (i.e. the gap between the backing material and the frame must not be greater than 1/4” and no section of BUMPER greater than 8” may be unsupported). See Figure 3-3.”

The Bumper Zone is defined in Section 1.6 (along with all the other definitions). Bumpers must be in the Bumper Zone.

Your configuration should pass inspection if your supports are < 8" (20 cm) apart or < 1/4" (0.635 cm) deep per <R07-K>.

hey guys I’m new to frc but I have a question. what is the best way to mount the bumpers for the kit of parts?

You’ll probably want a standoff, but some blind nuts in the back side of the bumper plywood and some long bolts should do the trick. The standoff would be to keep the bolts from becoming hard to get to in the C-channel.

Just make sure that the bumpers will be in the bumper zone when mounted.
