Are these bumpers legal? The Velcro is on the (top of the) hard backing part of the bumper so it meets that rule (I assume). I’m concerned that the red material doesn’t wrap around the back of the bumper leaving the blue exposed. Thoughts?

The back doesn’t matter. You just can’t have any colors that aren’t your current alliance colors showing on the front of the bumpers.
Your images are broken. The best way to embed images is to upload them to imgur and then copy and paste the imgur link into the Insert Image formatters.

It looks like you have a lot of extra blue fabric bunching in the inside of the bumpers.
Do you have a staple gun? A good thing to do would be to staple the fabric into the wood near the edges and cut the extra off.
I don’t think it would be illegal right now, but doing this might improve them regardless!
They should be fine; you may need some red gaffers tape depending on how they look on the robot, but upon current inspection it looks like it will be fine.
I’d give them the Ok.

It looks like the velcro may be sticking out well past the wood backing in the second picture. So just make sure everything is nice and tight, and the velcro is lined up properly over the wood.
