me and my team where interperting the manual and i am not shure if we have to have full bumpers or if we can have a little cutout in the middle?
The 100% coverage of the Frame Perimeter (<R07-A>) is non-negotiable. Not 50%. Not 80%. Not 99% (though that’s what you might end up with due to joints between bumper segments). 100%.
Gaps are not acceptable. I must say I liked it better when they gave a percentage other than 100%, or a specific area, but that’s the rules.
Rule R<7>
A. BUMPERS must provide complete protection of the entire FRAME PERIMETER of the ROBOT (i.e. BUMPERS must wrap entirely around the ROBOT). As part of the 100% coverage, BUMPERS must protect all exterior corners of the FRAME PERIMETER. For adequate protection, a full segment of BUMPER must be placed on each side of the corner.

Correct. The requirements are not mutually exclusive.
You will notice that the maximum dimension for a segment is as long as the robot’s longest horizontal dimension plus a little for soft stuff to protect the corners.
You can have as many or as few 6" or larger segments on a side as you like. But you must have 100% coverage.
meaning you can’t have a side shorter than 6 inches in length. R<7> D in no way changes R<7> A. Your robot needs to meet both requirements.
