I was wondering where I could find the requirements from the floor to the bumper. I looked at the rules and did not see anything.
[R01-2]
The Robot must have a Frame Perimeter that is comprised of fixed, non-articulated structural elements of the Robot. **The Frame Perimeter of a Robot is defined by the outer-most set of exterior vertices on the Robot that are within the Bumper Zone, which is between 2 and 10 in. from the floor. **Minor protrusions no greater than ¼ in. such as bolt heads, fastener ends, and rivets are not considered part of the Frame Perimeter. To determine the Frame Perimeter, wrap a piece of string around the Robot at the level described in [R02]. The string describes this polygon.
Note: to permit a simplified definition of the Frame Perimeter and encourage a tight, robust connection between the Bumpers and the Frame Perimeter, minor protrusions such as bolt heads, fastener ends, rivets, etc are excluded from the determination of the Frame Perimeter.
The carpet, the Bridge surfaces, and Keys are considered the flat floors – and thus are the reference planes for the Bumper Zone requirements. A Robot in a transitory state of crossing onto/off of a Bridge or Barrier is not considered to be on a flat floor.
From the Rules.
The obvious requirement is that the bottom of the bumper be no less than 2 inches nor more than 7 inches from the floor. That volume must be empty, of course, else either the bumper or the frame perimeter would be redefined.
If you can state what you were trying to do under the bumper, the readers here will be able to give you a more precise opinion.
??? 7 inches?

“Bumper zone” is the search term to look for.
The correct measurement is 5 inches. This is found by taking the 10" height of the bumper zone and subtracting 5 inches, the thickness of the bumper.
The bottom of the bumper must be between 2 and 5 inches from the floor (derived from rules); the entire bumper must be between 2 and 10 inches from the floor (rules).
Can you indicate exactly what you are wishing to do? Other members here at http://www.chiefdelphi.com might be able to help you more.
Subsequent posters are, of course, correct. Technically, my statement is also correct, in that the bottom of the bumpers need to be below 7", but misleading because they need to be 5" or lower to be legal. And pause when you get the chance to marvel at how quickly CD answered the question despite my fuzzy arithmetic. We’re still not sure what you had in mind for bumper placement, but we hope we helped whatever you were trying to do.
